The dust has settled on the City of Yes for Housing Opportunity City Council vote and we can clearly see the new picture of parking requirements across the city. So what did we get?
Zone 1: a *completely mandate free area* that includes most of Manhattan as well as parts of Brooklyn and Queens. The creation of this zone alone means that NYC will have the biggest population in the country that has no parking mandates! |
Zone 2: in this new Outer Transit Zone, affordable and senior housing are exempt from mandates, and other housing has significantly lower minimums. Although mandates are not fully lifted, these reductions will make it easier to build housing. |

Zone 3: these are largely low density neighborhoods where cars are more common. Here, mandates will remain mostly the same, continuing to add to housing costs and perpetuating car dependence. |
Importantly, many of the other proposals in City of Yes are exempt from parking mandates β something we fought hard for. With these exemptions for transit oriented development, town center zoning, ADUs, conversions, and houses of worship, CoY will be more effective. |
Did we get everything we hoped for? No. Would City of Yes have reformed parking mandates to this extent without advocacy and support from New Yorkers like you? No way. Advocacy works! New York City has far fewer parking mandates than before and that's something to celebrate. We're grateful to the Adams administration, City Planning, Council Members, fellow advocates, and everyday New Yorkers who helped achieve this crucial progress!
