Parking mandates — sometimes called parking requirements or parking minimums — are a type of zoning rule that mandates a certain amount of parking in each new development. As our March 2023 report showed, parking mandates have negative impacts on our city’s housing affordability and stock, livability, and climate. It’s time for this archaic zoning rule to be lifted, as it has in dozens of other cities across the country.

The Adams Administration is looking to do just that in their Zoning for Housing Opportunity text amendment. In a bold step, the Administration is looking to lift parking mandates citywide. We must show the City that everyday New Yorkers support this policy, and that the vocal minority of car-owners does not represent the city’s needs. Tell the Department of City Planning and your local Councilmember and Borough President to prioritize people over cars!
